ABSTRACT

Implementation of the right to education requires a universal concept of education that is appropriate to differing cultures and languages and helps people make decisions about the advantages and disadvantages of the world’s economy and culture. What should all people be entitled to when exercising their right to an education? If groups or persons claim a right to education, what are they claiming? What is the meaning of education in the “right to education”? Part of the answer is human rights education. The right to education requires protection of human rights.
