ABSTRACT

At the International Telecommunication Union (ITU) Development and Plenipotentiary Conferences in 1994, U.S. Vice President AI Gore proposed extending the concept of information infrastructure (II) from national to global. The goal of building a Global Information Infrastructure (Gil) was soon embraced by international organizations such as the ITU, G7, European Union (EU), and Asia-Pacific Economic Cooperation (APEC), which have also pledged to support trials and pilot projects using new technologies, primarily involving access to the Internet.
