ABSTRACT
We think it right to conclude this book by giving our own view of what its findings imply for the framing of social policy. At this point therefore we step outside the impartial role we have tried to sustain in earlier chapters. The issues are large, our data modest and our capacities limited, but unless we take this further step the exercise will have been a hollow one.
