Environmental change and the city

At the end of the last chapter, it was suggested that urban political processes were essentially either responses to a changing social and economic environment or else attempts to shape or (in Young's terms) to manage that environment, ¹ even though these responses were conditioned by what we called the ideological dispositions of the actors involved in the process.
