ABSTRACT
This is from a column I wrote for the Philadelphia Inquirer in August 1992, four years before the National Issues Convention actually
convened in Austin. I cite it in part to make clear where I was coming from when I arrived to cover the NIC. I came not as a skeptic, but as an advocate. I wanted it to succeed. I was, in short, a true believer.
