Abbeville Conference The first move toward a unified Allied command in the First World War came on March 26, 1918, in Doullens, France, when the British and French governments charged Gen. Ferdinand Foch with the coordination of the two armies on the Western Front. A week later, at Beauvais, Foch was entrusted with the strategic direction of military operations, and on April 14, he was appointed commander-in-chief of the Allied armies in France.
