ABSTRACT

In any descriptive or comparative analysis of welfare services the first major problem is one of definition. Although welfare literally means well-being, the term "welfare services" has no widely accepted definition. In some jurisdictions the variety of programmes included in the concept encompasses services in the fields of health, education and labour relations. 1 In the more developed countries, there is likely to be a narrower definition of the term and a sharper separation between welfare services, health services, educational services and other programmes of assistance.
