ABSTRACT

Since gaining their independence, the fabric of college campuses has changed in response to successive property policy priorities. Initial emphasis was on bringing buildings up to a good standard by addressing health and safety and legislative issues. This was followed by a drive towards improvement in the quality and fitness for purpose of buildings and facilities, accompanied by an increasing reliance on college internal resources, asset sales and borrowing (and private finance) to fund these capital schemes. More recently, the emphasis has changed to meet the new government’s more socially inclusive priorities for the delivery of education.
