ABSTRACT
Future historians will agree that it was the funding crisis facing institutions in 1996–97, and the threat by a majority of vice-chancellors to take the law into their own hands which precipitated the establishment of the Dearing Committee. Members of the CVCP are, however, increasingly aware that they are unlikely to achieve comfort on the funding question without concessions and fulfilment of obligations on other fronts such as accountability and governance.
