ABSTRACT
In this chapter we propose a policy framework for public schools of the third millennium that responds to the issues addressed in Chapter 5. We make clear at the outset our vision for public schools in a manner we hope will reassure readers of our commitment to an enduring institution, the achievements of which we saluted in the first pages of the book. We then start building the policy framework, using as a starting point the pre-conditions for lasting reform that were presented at the end of the last chapter. We cannot address every national setting so we illustrate the essential features in our own country, taking every opportunity to draw ideas from and suggest applications in other places. We pay particular attention in our framework to the role of government and how public schools should be resourced.
