ABSTRACT
In 1997, the newly elected Labour Government launched a White Paper on Education entitled, Excellence in Schools which resulted in the following newspaper headline: Government to have its hand in every school (Independent 1997a). The idea that education should be a national concern has been with us for well over a century. The issue today, particularly following a change of government after 18 years of Conservative administrations, is how far those concerns should extend.
