Whose School—The Local Authority’s or the Governors’?

In the next three chapters I want to move away from the broader national concerns and questions to focus on schools in their local contexts and to look at roles and relationships between LEAs, schools and governors, and between schools, parents and children. I want to consider what say each should have in what goes on in our schools.
