ABSTRACT

This chapter presents qualitative implementation/institutionalization data, quantitative outcome data, and the author’s interpretations of events from preimplementation through year seven of an effort to improve student outcomes at an inner-city school. Over the first four implementation years the project was characterized by diverse groups’ well-orchestrated, focused effort to implement a thoroughly-specified school model. During those years, the school rose from mediocre standing within the lowest achieving district in its state, to the highest academic achievements in the district, and to international acclaim. Over the following three years, the school maintained its considerable state and international status. However, the unity and shared focus that had characterized the first four years disappeared, and evidence of less-than-stellar performance has mounted.
