Power and Rules

To understand how regulation works it is necessary to examine how power is exercised. This is because rules are one of the instruments of power. The converse is also true. To understand how power works it is necessary to understand how it combines with regulation. In this chapter, I examine the balance of power between teachers and officials and how regulations and informal rules are used to maintain this balance of power.
