ABSTRACT

The Centre for Educational Development, Appraisal and Research (CEDAR) conference in 1994 addressed issues reflecting the impact of change at a variety of different levels of policy and practice in different settings across different countries. In this context, the conference included papers which discussed changes that have taken place in many aspects of primary education. This book, together with a companion volume (Pole and ChawlaDuggan, 1996) which focuses on secondary education, is a collection of eleven of the papers that were presented at the conference, which address some of the key issues in primary education. The papers both look back at legislative changes that have occurred in primary education in recent years and forward to developments in policy and practice as a result of those changes. They provide critical evaluation of many of the key changes in primary education and collectively they provide a view of the general state of primary education as we approach the twenty-first century. The book is divided into three parts. The first of which is concerned with curricula issues.
