The Sustainable Reconstruction Plan (PRES in Spanish), approved on 30 June 2010, had to be produced in just 100 days, requiring the team to assimilate a huge amount of information. Elemental architect Alejandro Aravena said: ‘We had to have, on one hand, design ideas with public consensus, while designing the mechanisms for its implementation. There was no time to plan first, then consult the people, and then think about how to implement it, but we had to do everything at once.’1
