ABSTRACT

Chapter 4 deals with what needs to be done to complete the journey on Track 1: building a system of self-managing schools. Some nations are well down that track, notably Australia (in Victoria especially). Britain, New Zealand and some parts of Canada and the United States. Some systems have barely commenced. Particular attention is given to the legal, political and industrial environment that impinges on efforts to decentralize authority, responsibility and accountability to schools in the public sector.
