ABSTRACT
The 1981 Education Act in Britain offered special education a new spirit and a new vision. It was one that promoted inclusiveness-of a common entitlement for all children to have their intellectual, physical, emotional and behavioural needs met, and wherever possible, within the mainstream classroom. Difference was to be celebrated and embraced, schools worked cooperatively to meet these needs, a sense of shared responsibility for all children predominated. Integration was the key word.
