ABSTRACT

In Outcomes: NVQs and the Emerging Model of Education and Training (Jessup, 1991), the proposal was made that the outcomes model of defining qualifications and learning was applicable to all forms of learning. It was argued that if adopted it would open access to learning to far more individuals of all ages, it would lead to more efficient and cost-effective learning. It would further provide a means of relating and aligning academic and vocational education/training.
