ABSTRACT

Teacher appraisal has become an increasingly noticeable feature of school management procedures since the 1970s with varying levels of interest and participation. In 1991 the DES Teacher Appraisal Regulations and Circular 12/91 were published, outlining a statutory requirement for schools of a two-year appraisal cycle (DES, 1991b). This was replaced by recommendations in the 1998 Green Paper: Teachers Meeting the Challenge of Change (DfEE, 1998b) which stipulated a yearly rather than a two-yearly cycle. Since then the regulations have been confirmed in further government publications: Performance Management in Schools (DfEE, 2000b), Threshold Assessment (DfEE, 2000c), Learning and Teaching (DfEE, 2001b) and Schools Achieving Success (DfES, 2001c).
