ABSTRACT
Schools by definition are learning organizations. Teaching and learning is what they are about. There is, however, all the difference in the world between the culture, values and practice of an institution based on teaching and one that is rooted in learning. As a society we are moving away from a culture of teaching towards a participative, ever-changing culture of learning. Table 14.3 suggests some of the relevant distinctions between a teaching and a learning culture.
