ABSTRACT

In this chapter we pose the question: is it appropriate to regard expenditure on the design and development of courseware and the implementation of delivery systems as an investment rather than simply as a cost? We then examine the implications of adopting an investment orientation to the way the design and development of courseware is managed. We examine in particular the implications for: protection of intellectual property; return on investment; responding to competition. We conclude by discussing the importance of being able to monitor the real costs of development and maintenance.
