ABSTRACT

With the enactment of the Insanity Defense Reform Act of 1984 ("Act"), 1 years of congressional efforts at redefining the federal insanity defense 2 finally reached fruition. For the first time in history, Congress successfully passed comprehensive legislation pertaining to the defense of criminal responsibility, an area which was previously part of the small but exclusive domain of the federal judiciary. 3
