ABSTRACT
It is assumed that, before implementation, a programme aimed at migrants and ethnic minorities must
1 be based on health principles acceptable to both local public authorities and to the targeted communities (acceptability);
2 intervene on the basis of well defined criteria, in accordance with the general objectives of the national campaign (accordance feasibility); and
3 be based on a flexible, participative method (appropriateness and involvement).
