ABSTRACT
This chapter outlines the criteria for comparing Wales and Saxony, and analyses the socio-economic environment in which regional actors must function. It also introduces the actor structure in the two regions, investigating how this structure is linked to, even dependent on, both historical roots and present-day features of the socio-economic lifestyles of their two societies.
