ABSTRACT
German military administration had come into being during the autumn of 1941 on the occupied territory of Leningradskaia and Kalininskaia oblasti. However, only after the winter of 1941-2 did it start to make its presence felt amongst the local population over the territory as a whole, rather than solely near the front line, along the main transport arteries and in and near the key population centres.
