ABSTRACT
During 1942-3 the disruptive value of the partisan movement on the Germanoccupied territories of north-western Russia against German forces had increased significantly since 1941. However, despite declining German resources for reararea security, German countermeasures against the partisans prevented the partisan movement from living up to the expectations of Ponomarenko and the Soviet leadership.
