If global weather becomes colder, crop f~lilures could threaten the productive surpluses on which welfare economies rest. Perhaps more relevant, an unpredictable climate either associated \-"ith more severe storm patterns or merely seasonal changes of reduced regularity .- would make it harder to insure the wcalth on which contemporary welfare societies rest.
