ABSTRACT
At the beginning of January 1968, Minister of State for Foreign Affairs Goronwy Roberts once more traveled to the Gulf. Rulers of the protected states were not pleased. When the government of Bahrain learned that so soon after his initial visit the British Minister of State was calling a second time, the Al Khalifa shaikhs immediately realized that his purpose was not ‘to wish them a Happy New Year.’ 1
