ABSTRACT
The implementation of health districts in Brazil was part of the wider process of reform of the national health system (NHS).
The reform was meant to put into practice the principles of universality and equity in health care which had been established by the Constitution of 1988. However, the reform process was implemented at different rates of speed in different states of Brazil, according to the local political situation and administrative capacity.
