ABSTRACT
Why are non-governmental organisations (NGOs) influential in the development of certain policies relating to global environmental issues? They are certainly not always influential and their influence varies in different parts of the world and according to the particular environmental issue in question. This paper pays particular attention to democracy and its relationship with NGO influence, using examples from Zimbabwe and Botswana, countries with highly contrasting claims to democratic credentials.
