When asked how he intended to overcome possible Persian opposition to his policy, Curzon replied “the case will be settled by cash.”1 The financial inducements were employed first, to buy local allies and second, to obtain leverage on the Persian government. They were established methods of bringing a country into Britain’s “informal empire.”
