ABSTRACT

Conservation policies are of central importance to design at large for four reasons. First, they constitute the body of policies where design control can be pursued in greatest detail and with greatest force. Second, conservation remains one of the clearest and strongest strategic themes in many plans. Third, as was argued in Chapter 2, sophisticated design policies largely emerged from conservation practice, and fourth, the emphasis in English control practice on a development’s relationship to its surroundings and the character of the neighbourhood are at the core of conservation concerns.
