ABSTRACT
The purpose of these financial comparisons is not, it must be stressed, to condemn the past in the light of the present, nor, indeed, vice versa. The aim is to clarify the problem which now needs to be reviewed. How do we explain the limited amount of money spent on colonial development and in what circumstances were new commitments accepted?
