ABSTRACT
This clear statement of the departmental view failed to move Churchill. At his insistence, a selection of development schemes was submitted to the Trade Facilities Committee and the assistance they needed in addition to a guarantee was explained. Predictably the committee turned them down, and sent a copy of the act by way of explanation. Stevenson told Churchill that his instructions had been carried out: ‘Unless, therefore, you are disposed to raise the question at the Cabinet, we cannot pursue these schemes any further at the present time’. Churchill did not press the matter.22
