ABSTRACT
This study has been concerned with the nature and purpose of British colonial development policy in the period from the First World War to the passage of the Colonial Development and Welfare Act in 1940. Before offering some conclusions on the policy-making process and on the changing motives behind policy initiatives, it is useful to put expenditure on colonial development into a broader context.
