ABSTRACT

In December 1975, SEADOCK, Inc. (a consortium of eight oil companies and one chemical company) and LOOP, Inc. (a consortium of six companies) applied under the guidelines of the Deepwater Port Act of 1974 to the Department of Transportation (DOT) for a license for each to own, construct, and operate a deepwater crude oil terminal in the Gulf of Mexico. These were the only two organizations to apply for licenses.
