ABSTRACT

Human resources (HR) are the people who do the work of the organization—not just the top executives but all of the people from top to bottom. The value of these resources to the organization depends on how well the organization manages its “portfolio.” This chapter provides an overview of some of the best ways to maximize the value of HR for the good of the organization and the employee. The chapter addresses some of the special concerns of police departments and other law enforcement agencies, but the basic principles apply to any organization.
