Procedural arrangements which must be followed when someone proposes to undertake building work are set out in the 1991 Regs, and several sections of the 1984 Act.

When plans are deposited with a local authority they must be passed unless (1984 Act, section 16)

• they are faulty; or • show that the intended work would contravene building regulations.
