Leisure management was the first local government white collar management service to be subjected to CCT. It is therefore understandable that the initial approach to contracting was greatly influenced by experience gained in the blue collar fields of refuse collection, grounds maintenance and so on. This was reflected in the language of the documents and included emphasis on rectification and liquidated damages. There was an in-built assumption that by specifying enough detail you could safely award a contract to the cheapest bidder.
