ABSTRACT
In the summer of 1986, when Inspector Leaker’s Report had first been ‘leaked’, the possibility of a challenge in the High Court (technically ‘judicial review’) to any possible decision by Government to go ahead with the Cutting had been discussed between Merrick and me. At that time we were still only two individuals, supported by family and friends, campaigning as a unit.
