ABSTRACT
This chapter looks at the issues and mechanisms which would be involved in the administration of a programme of work to upgrade the thermal and heating qualities of housing stock in Britain. It deals with existing housing, specifically; however, the Group recognizes that there will also be instances where it may be more cost effective to provide new housing to tenants rather than to upgrade existing dwellings to NHER≥8.
