ABSTRACT

Warmth is a fundamental prerequisite for the well-being of society. However, as seen in the evidence collected by the Watt Committee, and well documented elsewhere, a significant proportion of our dwelling stock is neither warm, nor dry, nor affordable to heat. In Scotland, the 1991 Scottish House Condition Survey found one in four dwellings to be suffering from dampness, condensation or mould growth problems (Scottish Homes, 1993).
