ABSTRACT
Chapter 5 has described the increasingly sophisticated scope, content and form of development obligations. In this chapter, we explore the purposes behind this negotiation of obligations. As we argued in Part One, the practice of negotiation attracts continued controversy because of conflicting views and confusing interpretations as to the purposes for which it is legitimate to pursue such practices.
