ABSTRACT

The magnitude of the investment required to resolve the problems of housing shortages, however, far surpasses the capacities of national economies. It is thus more rational to focus on national needs that are amenable to solution through housing and sanitation improvements, taking into account community involvement, especially through selfhelp programmes; intersectoral linkage, particularly the health and education sectors; improvement of the surroundings of housing units; and the introduction of new financing mechanisms.
