ABSTRACT
The sovereign has plenary powers with which to engage in wide-scale militarization at the border and inside the country. Sovereigns and “pettysovereigns” also possess powers of criminal arrest and prosecution, thus criminalizing immigrants and the immigration process. They also have the capacity to engage in surveillance almost at whim. The result is that the State has legal and extra-legal techniques at its disposal in its war on immigrants.
