ABSTRACT
Discussions of the routines and politics of the budgetary process are frequently restricted to budget making-the process whereby budget proposals are advanced, reviewed, and ultimately passed. The budgetary process and its politics, however, do not come to an end with legislative passage of the budget bill or bills. Budgetary politics simply move to a different arena-budget execution-and take on changed forms.
