ABSTRACT
This concluding chapter highlights the patterns of stability and change that have characterized public budgeting in the recent past. An analysis of that experience suggests what budgetary politics may be like in the years ahead. If it is to be credible, such a prognosis must be grounded in an understanding of where budgetary politics now stands and how it got there, of the forces that have promoted stability and those that have fostered change.
