FACING THE CONSTRAINTS ON BUDGETARY CHOICE Budgetary choices are made in an environment characterized by greatly compressed time lines, information overload, complex technical issues, competing values (leading to different definitions of the problems requiring government action), and alternative ways of addressing those problems. All these factors contribute to the efforts of budget makers to simplify budgetary choice.
