ABSTRACT

Looking at coordinated efforts among law enforcement in assessing and managing terrorism threats, there is a strong case for the coordination of effort across police agencies at all levels, from small units to large metropolitan forces. Also, there needs to be a strategic alliance that develops around the response from local, state, and national law enforcement. This approach reinforces the view that risk of such events as terrorism reaches down right into communities and the need to develop a common scheme of response is underlined in this approach. Most importantly, Carter discusses the role that intelligence plays in defining the risks at all jurisdictional levels and outlines the most effective ways of responding to these risks. This effort includes a strategy that would educate officers at all levels to both understand what the intelligence means and how the terrorist risk can be manifested. With these tools in hand, the desire for a more coordinated reaction to the dangers posed can be realized.
